It's a bit judgemental to be honest, not everyone has a great avatar and it's quite true here that you shouldn't judge a book by it;s cover. But if you don't like it because it's offensive then that's another story. But, it's really your decision as to who you add, and who you don't and no one can tell you who you should and shouldn't add.

It's completely up to you. However, I think I have only rejected requests from people who just joined (who are they anyhow?) or from people who ask a lot of pointless questions.
