You can purchase a car from a private owner, but not a dealership or car lot.
-
If you have the money whoever is selling dealership or not will listen. I bought my last Chevy Pickup a month before I had my license.

In Tennessee, a driver's license only pertains to public highways and access routes. So you can buy any vehicle, but can only drive it in the yard or the field without any. Dealers require it because of insurance, if there is a lean against it. But it is strictly up to the dealer, before they sell you one or not. If you walked up with all cash, I would say everyone of them would jerk your hand off.

Laws vary world wide ... in some countries YES, in some countries NO ... here in Canada, you may purchase one, no problem, but you may only register, plate, and put insurance on it IF you can list a licensed driver as the person who will be operating it for you, or you may list it as a commercial vehicle, like a taxi, delivery vehicle, etc.
-
Right, buying a car new, the dealer requires that full coverage insurance be placed upon the vehicle. Usually you can only buy insurance if you have a license.

I do not believe you need a driver's license to purchase, register and insure a car. If Lindsey Lohan purchased a car and let somoene else do the driving, the world would be a safer place.
-
Yes, I know several people who bought cars and fixed them up to get ready for when they would be old enough to drive. One guy built a hot rod with his dad's help and the day he got his license went cruising through town at the car show. He was so proud :-)
-
My grandfather, who never drove a car or had a license, purchased a car when I was a little kid and one of my uncles drove it all the time. So, the answer is yes, at least here in Puerto Rico.
-
Sure. If you are paying cash there's no bid deal. You just can't drive it. The dealer will want insurance info if you are financing, and most insurance carriers will ask for your license info before they issue a policy
-
Yes, you just can't drive it.

in some states yes you can purchase the car you must howerever have a form of identification and a licenced driver to take the car home after all you would not want to get caught without a licence check with your local law enforcement agency

Private sale only. No dealer or car lot will cause it needs to be registered for you to take the car.
