It means he's blowing smoke. He already warned Russia months ago - yes, MONTHS ago - that there would be financial sanctions. Obviously all wealthy Russians had the smarts to pull their money from banks in any nation that might do "sanctions"...and they would have done it months ago. *** That being said, THERE IS TALK that Western nations will cut off Russia's ability to use the Swift network, which is the network which practically all banks use for any sort of international transactions. However: this only prevents Russia banks from performing international transactions. It wouldn't prevent - for example - Putin buying a deluxe automobile (already in Russia) for himself, or a deluxe property (already in Russia), or etc.
