  • When I lived in PA - near the OH border - I always noticed that the OH roads seemed to be in much better shape than the PA roads. OH also uses salt on their roads in Winter. SO...my guess is that it has nothing to do with salt and much more to do with how much money is spent by the state on road maintenance. Maybe PA has fewer people per mile of road (I think that's VERY likely), and so the state has SIGNIFICANTLY fewer tax dollars per mile of road than does OH (and also NY and NJ), and so the state simply has less money available to keep state roads in good condition.

  • Currently, it may be because they are having trouble finding people to work. Too many stimulus programs.
