Primarily because its been run by democrats for almost 30 years. That's also one of the reasons they have the highest sales taxes in the US (not counting Puerto Rico). They let everyone in and give them benefits only tax paying citizens should have.

Not only that, they forget about the people that are actually paying the taxes in order to take care of the ones that don't. But only some of them.
