There should be a compartment in your fridge that's warmer than the fridge but cooler than the room outside it. If not, keep it refrigerated - you can remove it from the fridge an hour before dinner, to soften it.

Yes. #1 In a closed (think: tupperware) butter dish at room temp for whenever I need soft butter. #2 The rest stays in the fridge and is used when butter doesn't need to be soft.
