No charges would stick on the first one. The Wicked Witch of the East was killed in an accident caused by a natural disaster. Dorothy had no control over the house or the tornado. They might be able to get Dorothy on murder charges for the Witch of the West. They could possibly go after conspiracy to commit murder against the Scarecrow, Tin Man, Lion and the Wizard. On the other hand it was the Wizard himself (the ruler of the country) that sent her to kill the witch. He may consider it an act of war with no repercussions.
