Perhaps the cuttlefish. Not only can it change colours, but it can do so in less than a second and in all kinds of patterns. However, the brightest colours probably belong to tropical fish or birds.

+5 Once I could not avoid running over a turtle. I was in a large vehicle and although I tried to avoid the turtle, the rear wheels crushed it. Talk about colors, it was green and yellow and brown and tan and blue and a lot of red.
