Antarctica though not officially a country is about as peaceful as you're about to find on this planet. It's just to cold for anyone to bother starting a war I guess. ;)

Monaco? Vatican City? it's hard to be war-like when you only have one square mile or less to defend - no-one in their right mind would invade you.

Well they're not technically countries but I'd look for an uninhabited island. . Of course I can't complain. I'm in Malta, no wars since WWII (which was before my time anyway), relatively low crime rates and so on. However we are a somewhat noisy people, in the boisterous sense. In other words, when we laugh we laugh loud.

9-27-2017 About 12,000 years ago there was a city in the Indus valley with about 2 million population and no war. There simply was no preparation for defense. One day they all got up and went away, and the world has had continuous war ever since.
