  • The best rules for keeping order and preventing crime--have to be the best ideas. We have been trying to think up ways to deter crime for a long time now, and failing miserably. A source of ideas that nobody seems to have thought of is the Bible, which has ways of stopping crime that were effective for 1500 years. One such is corporal punishment instead of prisons. Why leave someone idle to talk about crime with criminals for weeks when you can cause him lots of pain and keep him from thinking his crime was a good idea? Forced labor is another idea. For serious crimes, death was a good idea. People who don't understand the Bible very well will immediately quote a verse that they think is an extreme case and think that that negates the whole deal. "The Bible provides the death penalty for juvenile delinquents!" someone will say. True--but it was never actually done, and what that sentence did was to take away from fathers the right to kill their children, which they had had in all other cultures. Not every idea in the Bible needs to be accepted, but there are plenty of good ideas in it that people don't even consider in relation with crime.
  • And effective deterent involves several things: 1. Establishment and consistent enforcement of laws and punishments appropriate for criminal behavior. 2. Training and indoctrination of the population from childhood in those laws..what is acceptable behavior and what is not, as well as the reasons why, and consequences for violating established social laws. 3. Understanding that for any given population, there will ALWAYS be those who will not or can not conform to the established laws. These people MUST be dealt with as well. Fighting crime ISN'T just about severe punishment. Certainly that is one aspect. It's something that the entire society must take on in all aspects, if it is to be effective. If the crime HAPPENED, then it wasn't DETERRED, and therefore SOMETHING along the way did NOT work.

  • Active, omnipresent deities that stopped people in their tracks, otherwise the concept of deterrent is a dream. Stiff penalties deter petty crime (would you really jaywalk if it were a 10,000 fine each time>) but even the strictest of societies pretty much just have to deal with more serious crimes as they come. Jail and even death are not deterrents to hardcore criminals. In fact, such things often fuel the hardcore criminal even more, resulting in bizarre variations. Castrated men have been known to mutilate victims even even more brutal ways. the death penalty is a way to destroy individual criminals but does nothing to deter the next person who commits the crime. Cultures with death penalties tend to be even more violent than those without. There are some things that cannot be deterred. The person in a rage could care less about consequences at the time. The hungry person stealing food is more worried about hunger than penalties. The psycho will never give a dam,n about laws. The religious/political extremist will likely consider the law unjust and the deterrent an opportunity to be a martyr for a cause. The closest thing we can do to deter criminals is create a society that makes certain crimes unnecessary and even that is somewhat Utopian since there will always be haves and have nots.

  • Prison/death penalty - While in prison/dead it's difficult to commit more crimes. Lobotomy or other physical constraints....I understand they do that in some middle eastern countries, i.e. removal of hand of a thief... Cameras, security guards, high-tech systems - keep honest people honest. Crooks find a way around preventative measures.
  • I would say programs that turn the youth to other things that do not lead to crime.The parents need to be more responsible and should be made to take courses on how to raise children in a proper manner.I do not mean conservatively but find different creative ways.
  • I read the initial 19 answers and all are tried and unsuccessful. 1. Better education and good paying jobs to deter crime would simply make crime more profitable because more people would have money and valuables to steal. Bernie Madoff is a good example of better education still equals crime. 2. Harsher penalties for crime means more reason for criminals to kill all witnesses to avoid prosecution. 3. Self-protection with guns etc. means frequent exchanges of gunfire between people. It would look like the OK Corral in every alley in every city. 4. More law enforcement means empowering one group of people, the uniformed ones to be masters of all. I have encountered and read about enough corrupt lying cops, judges and congressmen to distrust that solution. 5. The Bible comment is most of the above. I will propose the high tech deterrent. Implant a crime intent sensor in everyone’s brain with a taser like shock device to remind the individual to be good (see video of Cliff's behavior modification device). Until this technology is developed to a reliable level, we can start with GPS tracking of everyone through their cell phones. When a crime is committed, the GPS records for everyone in that area at the time will produce sufficient leads for reliable enforcement. Yes the GPS must function even when the phone is shut off.
