  • If it is not a water heater then water inside is a 'bad' thing. If its something like this: http://www.heater-home.com/product/PHH15002.aspx then the liquid isn't water and I doubt you really want to drain it.
  • Well it shouldnt be water, all heaters have a liquid in them that is used to warm the heater up.. well i dont really know the physics of it but i know its suppose to be there, if its not water that is...
  • Some heaters use oil or similar liquids as the heat sink, so it could be just the sound it makes when you move it.
