Why does one hear that horrible, ear-splitting 3-tone signal before the recording that says "your call cannot be completed as dialed?"

This is a recording. ---> lol I have no idea what the tone is, as I recall there is the female voice politely informing me that the number is no longer in service, to check my number and dial again with the little 'This is a recording' at the end.

It's a standardized code that denotes that the number called is no longer in service. I use it on my answering machine to get rid of telemarketers. They are trained to go to the next call when they hear that tone.
