Can you prune Euphorbia wulpheni when it looks unsightly, i.e. starting to go brown, with new growth appearing at it's base.

Yes, you need to remove some of the oldest growth down to where the new growth is started. Remove a quarter to a third each year and every three or four years you will have a new plant. You can prune the old grown back to keep it shapely. Most shrubs respond to pruning with new growth if not to late in the year.
