I feel the speed of rotation of any planet depends on the strength of the magnetic field and the angle of tilt of the axis of rotation. The speed of rotation increases upto angle of 45 degrees tilt from the magnetic axis and starts decreasing after that. Also whether there is magnetism due to rotation or rotation due to magnetism is not important. The sustenance of rotation is due to magnetic field
