Maybe, but certainly not in every case. Could be that they're shy and become nervous around you, which is why they become quiet. It really depends on what kind of person they are. That's how I get when I like someone, I can't say a damn thing or even look at them, so they never notice me or think I dislike them because I have this eternal grumpy look on my face all the time, and most likely have missed out on so many things because of it. There are many different approaches from different people, and staying quiet is merely one of them. It could mean something else entirely though, hard to tell when they won't say a thing to you. How about you try to talk to this person, and then maybe you'll get a clearer idea, based on how they react? But no, not everyone who likes someone will just cease communication, or never start it. I would hope it isn't always like this anyway, because then otherwise people have strange ways of liking me.
