In the Justice League only Batman, Robin, and Green Arrow rely on their skills and wit to defeat villains. In the Justice Society of America, Wildcat is an ex-boxing champ with no other super powers. If you want, you can include Batgirl, Batwoman, and Huntress.

if we are allowed cartoon superheroes - danger mouse, the..kung fu dog? xena don't have superpowers. nor did the joker. or the penquin or two face (whatever his name is)... erm thats all i can think of at the mo.

To SuperMegaRockStar: Actually, the Question was one of my favorite heroes as a teenager! In terms of abilities, he was just a trained martial artist, with a mask made of a sort of artificial skin that made it look like he had no face. But it was the writing that really made the comic work. The Question was a much more "deep" and philosophical character -- prone to quoting the I Ching or Sun Tzu -- and many of the comics were Zen parables in disguise or issues with no clearly-defined "good guy" or "bad guy". In the "Justice League Unlimited" cartoons, Q was protrayed as more of a crackpot conspiracy theorist, modelled loosely after Rorschach from "Watchmen" (soon to be a major motion picture!) During the first season, the Question was the main driving force for the storyline, as he investigated the shadow cabal known as the Cadmus Project.

I don't think I saw anyone mention Tony Stark. Iron Man, being something like Marvel's equivalent to Batman, has no super powers--he's only a billionaire with lots of toys. Or rather, one really big toy.
