As near as I can tell from various publications, OBD III is still in the planning/development phase. Various states (Oregon, California, etc.) are trying out pilot programs and various government and industry groups are trying to hammer out the details of what OBD III would encompass. I suspect that it's at least 5 years away from being implemented on a widespread basis.
