One answer would be to create an equilibrium between good and evil, and to have somewhere to put sinners. You could also use the age old "God works in mysteries ways" quick fix. But the most obvious answer would be, because God is fictional, and therefore dosn't have to make sense.

First of all, God created the earth and man for his pleasure.He wants his creation to love him by their own free will.It would not mean as much if we were just programed to love him.He also made Satan.He knew satan would rebel against him and desire to be like the most high God.God used satan in His plan to redeem mankind. He created the other 2/3 of the angels that are still with Him today. They were all the same. He created Adam and Eve, and they rebelled. I believe He created all of us, to share His love with us. For communion and fellowship. He really wants us.

The good and evil angels perched on the shoulders of cartoon characters as they contemplate the consequences of their actions reveals volumes. God gave man choices and with those choices came power. Confusion is the Devils tool. If man can accept the limitations placed on him by being good in this world where the line between good and bad is so blurred he deserves a place in heaven. Satan is the tool God uses to seperate the nuts from the bolt that binds us all together.

The Scriptures, however, are very clear and emphatic regarding who Satan is. Almighty God created many spirit creatures who have access to him in the heavens and who are his servants. The Bible reveals that when God “founded the earth,” creating it for future human habitation, “all the sons of God [angelic spirit creatures] began shouting in applause.” (Job 38:4, 7) In time, one of these angels turned against his Creator, becoming a rebel, an opposer. Satan rebelled against God in a quest for power, out of a desire to rule over others, to be their god, to be worshiped. (2 Corinthians 4:4) To Adam and Eve he offered power and freedom—“to be like God” in making their own decisions as to what is good and bad, right and wrong. (Genesis 3:5) Power and freedom are what Satan still offers his worshipers. Happily, however, the end of Satan and his influence is near. (1 John 3:8; Revelation 20:1-3, 10) If God foreordained and foreknew Adam’s sin and all that would result from this, it would mean that by creating Adam, God deliberately set in motion all the wickedness committed in human history. He would be the Source of all the wars, the crime, the immorality, the oppression, the lying, the hypocrisy, the disease. But the Bible clearly says: “You are not a God taking delight in wickedness.” (Ps. 5:4) “Anyone loving violence His soul certainly hates.” (Ps. 11:5) “God . . . cannot lie.” (Titus 1:2) “From oppression and from violence he [the One designated by God as Messianic King] will redeem their soul, and their blood will be precious in his eyes.” (Ps. 72:14) “God is love.” (1 John 4:8) “He is a lover of righteousness and justice.”—Ps. 33:5.

That's easy to figure out. If you look around even in the physical universe the creator seems to like freewill. It would be evident to me that whoever the creator, he is not a maker of the will or intent of your heart. The individual is in charge. However, it would be evident that the creator put things in our path that demand accountablity for our actions. Cause and effect. We are all in one world. Man is different than say a dog. A dog is different than a cat, ect. Yet man, cats and dogs are accountable to the same basic physical laws of the universe. If a thing runs of a cliff regardless of what type of creature it is it will fall and splatter. It has to be the same principle with man and angel. That tells me the same spiritual choices here are the same in other celestial plains of exsistance. Bottom line: The creator doesn't make anyone do anything except be held responsible for actions of the choices we make. Judgement comes sooner or later. Even though the balance might be lopsided now sooner or later it will even out...

God gave us free will but free will Which means we can choose. If god were to not create satan knowing he will do evil that is not giving him free will since he has not done anythign yet and it would have been gods will instead.

Without evil there's no good. If we didn't suffer, we wouldn't know what happiness was - we need the contrast to be able to appreciate the good. In the same way, the concept of Satan (which is basically a symbol for sin) exists to contrast against... I don't know, angels or something, the symbol for goodness. It also lets us choose our paths in life - follow satan, which is another way of saying being animalistic and impulsive; or take the nobler path to life. Another way of saying this is having to choose between what is right, and what is easy.

God created Satan so Jesus could die for our Sins, thus proving his love for us. He gave Satan free will and knew that he would fall. God knows everything happens for a reason. He decides this. He knew that to make us humans experience happiness, that we would have to experience the bad times too. You wouldn't know what happiness is if there wasn't bad times. It's also to prove our love for God. Will we go the wrong way or follow God's path, in which he has chose for us? Satan has to endure his punishment now because of his free will. God knew it would happen but it is Satan who decided his fate. Now he has to experience the consequences. This is also to show man-kind how sinning is bad and how turning away from your God is one of the worst things you can do. However, Satan isn't necessarily being punished. But when people turn to God, that is Satan's punishment. Knowing that God will always be stronger than him. And knowing that good always overcomes evil. God knew this. This shows man-kind how truely amazing and all-knowing and powerful He is.

None of the other responses do justice to the Sovereignty of God. Many of them have unfounded reasoning and concepts of God and what He does. Many may disagree, but the Bible is our most authoritative source. God is the only self-existing being. He created all that is not Himself. Why? To glorify Himself. How do you glorify something that is already the most glorious thing that is? By the existence of an enemy of that glory. You must realize that good can exist without evil, but evil cannot exist without good. The very definition of evil is anything that goes against the good. What is good then? It is up to the highest being to decide what is "good", and evil is any threat against that good. The existence of evil is itself glorifying to the good when it fails on its own two feet -- when it cannot overthrow the good, when it fights and the good has no need to fight back. God is not threatened by Satan; He simply allows Satan to continually show God's glory and power more and more by failing to overthrow Him, by failing to turn the minds of even little humans who are loyal to God, and in the end by being thrown down to the depths of all that is. Satan constantly tries his best to threaten God's dominion, His authority, His sovereignty and His glory. But does that really threaten God, who is immeasurably more powerful than Satan? Even Satan draws his existence from God's will. Question: Are prophecies a prediction or a decree? Answer: decree. A god who can only predict only knows the future, but is not entirely sovereign. A god who is not entirely sovereign could be thrown down. God cannot be thrown down. We would have no conflict anywhere if God simply "knew" the future. No, he decrees it. And yet all this is only one side of the story. Why in the .. universe .. did He need to create Satan (who would become evil) and an earth to throw him down to, and beyond that, why the earth instead of Jupiter, and even more, why so conveniently timed to be immediately following Adam's first steps of life? God's Holiness is the greatness and perfection of everything about Him (Love, Justice, Goodness, Truth, Faithfulness, Immutability, etc). His glory is these things being displayed and emanating from Him. These things emanate from Him when He acts, when He does things in heaven or on the earth or anywhere. He needs spectators to worship and to serve Him - angels. But some of his qualities of perfection cannot be shown without a recipient. Grace, Mercy, and Love are all in need of a recipient. The Bible says (Ephesians ~1:5-6) that "In love he predestined us for adoption as sons through Jesus Christ, according to the purpose of his will, to the praise of his glorious grace." This whole thing, the earth from beginning to end, exists to bring Him glory, to praise the glories of His Love, Grace and Mercy (all in the meaning of the word grace here). In order to display the glories of His Grace, His Mercy, and His Love, God created the earth, threw Satan down to it, and according to plan, Adam and Eve were deceived and rebelled against God. Now this is where we begin to think it's not fair. We think that even if God simply knows that we will rebel, He should change the plan so that we can remain in His favor. We forget that we are mere creations of His, and He can do as He pleases. We forget that He gave us the freedom to choose what we will; though it would ruin the story for Him to tell us how He can decree what we will choose and yet we freely -- truly freely -- choose what we wish at every turn. So back to the story: Remember God's perfect Justice. It demands death for every rebellious being. But also remember God's perfect Love, His perfect Grace, His perfect Mercy. These, in His perfect Wisdom, combined to bring us to the glorious saving of our race -- that God Himself would give His life to save those He loves. In the grand scheme of the story, why didn't God just give His life for Satan and leave us out of the whole thing, leave Adam and Eve without a tempter, and the human race pure and happy? Because God chose to set his love on the lowest of creatures to further shame the higher ones who have rebelled against Him. God chose not to set his love and redeeming power on Satan but rather on the lowest of his created beings, to shame Satan to the uttermost. In Jesus on the cross, God gave His own life for many people of the world. (It may further seem unfair to us that many are still destined to Hell. But we forget that we destine ourselves by our choices. From the beginning we are all headed there in our rebellion toward God, led by Satan; and when we do not believe God's sacrifice of grace -- His love and mercy toward us -- the Bible says "no sacrifice for sin is left" for you (Hebrews 10:26), and you have destined yourself for Hell.) This act of Love appeased God's perfect Justice. All the wrath that we incited was poured out on Jesus. That sacrifice was more than enough to redeem all of mankind millions of times over. God's Justice was satisfied, and we are now the recipients of His love. The gift He gave to us was the status of His own righteousness, the removal of our spirit of rebellion (heart of stone), and the implanting of a spirit of love (heart of flesh). If one thinks he is saved by God but does not have this spirit of love toward God and others, he is living proof that he is mistaken. Back to perspective: Satan is a recipient of God's perfect Wrath as an outpouring of His perfect Justice; The angels are spectators of God's glories, who serve and worship Him; Mankind is deceived and is being torn apart by Satan's anger, but whoever believes God's gift is saved by His love, mercy and grace. The angels watch and are amazed; and in the end, we lowly humans, the only beings God gave His life for, will even judge the angels, because God will lift us up above all other beings to reign with Him. He will continue His love and benevolence toward us forevermore, and we will love Him more and more and be more than satisfied because He makes all things perfect, and He does it for us. Do you see Satan's necessity in the entire story? Not only did God want it to be this way, but -- to create each of these players in the story, and to play it out the way He has -- it HAD to be this way, it is the ONLY way to prove His glories and make them known, and it is the BEST way and it is nothing short of PERFECTION.

Think of the Father's options. He could create angelic beings, or not. If He created them, they could have free will or not. There was no point in making 'angelic robots', so forget that one. OK, so what if He just didn't create them at all. What were His options in creating man? To do it, or not, and if He did it to give man free will or not. There was no point in making 'human robots', and there is no reason to suppose that man would never have rebelled if only there was no Satan. Satan managed rebellion on his own, and so too would man in all probability. So the creation of angels is not responsible for evil - just people and angels who use their free will for evil. Why was it better to have angels AND humans? No idea - but someday we will probably know the answer and wonder why we couldn't figure it out ahead of time. Why create anything at all? If you could choose, would you have had an eternity with no Creation? Would you choose a universe of robotic thingies just running whatever program that they were made with? I would choose Creation, with free will, and therefore the reality of love!

Satan was too an angel but it looks like he did not like something about the laws of the universe.Why do you think he would rebel ?..a rebel..someone who rebels against the Lord...that means there is soemthing Satan did not like in The Creator"s laws.God did not know that Satan would betray Him.As you may know Satan was also an Angel..then he rebelled.Satan is stii a spirit a mind.Like you and me...and by the looks of it he is very inteligent really.Satan or MARA(bad one) as in Oriental myths is a semnification...he is a conscience like every other.But a very evolved one.And it looks like that his only power is this:Psychology....or to trick weak minds.As you can see this world is build in some way that you are not able to do anything good to other.Or to live a spiritual life.That thing with no evil no good thing is quite wrong.Satan represents Chaos for bringing destruction and GOD is order or everything...i think it is something like if He would dissapear everything dissapears.And that fire in hell is the power of God...purification.Not satan"s.It could also mean indiference.Because it is said that indiference is wore than hatred.The mentality of people these days are quite polluted.Not even God can predict the future 100%.As you can see in the bible..even Jesus that there are chances that he will not be able to come.An angel is also a very intelligent being.He lives artistic when he incarnates.It is soemthing hard to explain.And those like Satan..hmm...why do you think he rebelled ?...I think it is clear that he isnt rebelling like an idiot for nothing...just to bring.."CHAOS"...he wants to take control of everything.But a demon....they are still very inteligent minds.But they do not use their minds Angels do.The feather wings simbolize peacefull beings and powerfull.Bird feathers..peacefull beings.And reptile wings or body.....they are only snake minded people.They know how to manipulate.Wings also simbolize freedom of mind.Like demons also who have freedom of mind.Just that they use it as all snakes do.You need some psychology in this.Bible is full of it.If you look in ancient myths..all gods are uite the same..Zeus=God...Olimpus i guess in english is Heaven...or the coil of it.The other Gods are trying to bring down the emperor..just like in the Oriental myths.And I cann see that there were many who wanted to take control of all that He CREATED.The Creator wants peace.And all they want is to take His power.Who are the one to blame.. ?..well us and Satan.These days if you show too much love to a person he rejects you.Or if you do an act of spirituality to him he rejects you.You barely find good people around.But it is nice to play with the minds of the negative thinking people...Just enough so they can...change their thinking

Simple God had nothing better to do then create a jerk like Satan to see just how man would use his freedom of will between right and wrong.......so far man aint doing to well! :O)
