Who decides which ones are placed on such a list, if that kind of list exists? Who started that list, and who maintains it? I don't believe that such lists exist for those two Ohio counties, and even if that kind of list did exist, it was probably created by one of the salons, in an effort to promote themselves, by placing the name of their own salon at the TOP of "the list." One way you might be able to compile your own lists, would be to contact your local BBB and ask for their list of salons that are BBB members" http://www.bbb.org/ Each salon has a rating (A B C D F) and based on those ratings, you can probably pick the "Top 10" with great accuracy. +5
