Is the Emperor from "Return of the Jedi" the same character as the Emperor in "Revenge of the Sith?"

Just to be a bit more complete, somewhere in the book versions of episodes 4-6, we are actually told the name of the Emperor. It is given as being Palpatine. Additionally, if you go to the Internet Movie Database, and look him up, you will find that Ian McDiarmid who plays Palpatine/Darth Sidous in episodes 1-3 is the same actor that played the Emperor in Return of the Jedi. So, the Star Wars saga is not just about the fall and redemption of Anakin Skywalker. It is also about how a Sith Lord overthrew the Old Republic from within and was then ultimately defeated.
