I think it has to do with the superstition that 13 is an unlucky number.

The building I work in doesn't have a 13th floor. I always think of the Mitch Hedberg joke: “I’m staying at a hotel and it doesn’t have a 13th floor ’cause of superstition. But c’mon, people on the fourteenth floor, you know what floor you’re really on. If you jump out of the fourteenth floor window, you will die earlier.” Um, you have to hear him saying it for the maximum funny.

I heard it it a superstition and the 13 carries bad luck so they skip that floor. However if you read up on numerology the 13 is not that bad but 16,18 are the worst. Point in case check out Payton Manning that guy Had a great career , but only won 2 titles that 18 on his jersey killed him,(the 19 is also a great number, should have upped his number by 1 ) same with Jordon, wore 23 the best number after he came back wore 45 could not score anything , so got his 23 back and he went off big time again.
