I don't believe it is, it's impractical when working with children, and mini skirts are and high heels are designed to show and elongate the legs, (sexy) why would you want to dress sexy at a school?

The particular skirt matters, and current fashion, and the age of the students. I recall a teacher in the 4th grade - 'way back in the 60s - who often wore a miniskirt. She married before the end of the year (not to one of the teachers in the school), so it wasn't as if she was a "tart" or anything. She wasn't trying to seduce either the students or the other teachers. It was in fashion, and she dressed in-fashion.
