Not necessarily because there is room for improvement. The more you do something that you failed at for a while, you can get better at that particular thing once you put your mind to it. Persistence is a sign of not giving up so you can keep at something you failed at until you are successful.

It depends. Some activities have high failure rates. Or maybe you are just inexperienced. But, if you are trying to do something "easy," and have been trying for a long time, and still can't get it to work for you, then, well, probably you are bad at it.
