  • It's because some people don't believe in that supposed "policy". For example: even a very devout Christian can reasonably argue that command of God was given specifically to Adam and Eve and not to - for example - modern people. One can hardly stop from bringing up the parallel issues of farming - are we all supposed to be farmers? - or the wearing of animal skins - are we all supposed to do that, not wearing plants/leaves or cloth made from such? - or the many other onuses of one sort or another placed by God specifically on Adam (and Eve).
  • When given to Adam and Eve, God's statement, "Be fruitful and multiply" wasn't a "policy" nor was it meant to be optional. It was a blessing given to them to perpetuate life. Mankind has turned away from God, abandoning His laws both written and unwritten - abortion and homosexuality to name two of the current atrocities. People who prefer to "live life on their own terms" can't understand why it feels as if they have been abandoned by God. Atheists - they really don'r care. They seem to enjoy the suffering as long as it happens to other people.
