It has to be both. But personality is way more important than his looks. And if I like his personality I will also become physically attracted. Seems to be the other way around for most men though.

From my experience, a person can grow more attractive when you can connect with them emotionally and mentally. Most women, (unless superficial), have to been drawn by personality, they like intrigue, and fascination.
