Welfare, providing employment and building nation are keys to reduction of terrorists, not killing terrorist leader who can be easily replaced by another new terrorist. What other government policies can reduce terrorists significantly?

Violence just leads to more violence, and it goes both ways, usually, but these people are sometimes in it just for the sake of the violence. Osama bin Laden literally wanted to murder civilian Americans because we had freedom of religion (source: interview with Osama bin Laden, The Guardian, Nov 24, 2002). Nothing would have stopped him, short of his life ending. Abu Bakr al-Baghdadi only wanted to kick off the apocalypse and destroy the world. There is no reasoning with those people. I abhor violence, but folks like these cannot be approached reasonably, because they want absolutely nothing other than to kill you.

Handing out money in the form of welfare does not reduce terrorism. Killing the terrorists reduces terrorism.
