Disaster are getting common these days. Should more volunteers be trained or some sort of disaster rescue school be set up?

Again you've done zero research. Many have been trained both formally and informally in emergency preparedness. And again you are assuming everyone else is supposed to take care of the individual who should have already prepared themselves for the emergency situation. Being prepared lessens the fear and confusion. And if each individual would prepare there would be no need for mass hysteria. If you depend on someone else to take care of you its really rude to then tell them they're not doing it well enough!! Do it your damned self. And be thankful for what help you get!! Its YOUR responsibility to take care of YOURSELF!! Unless, of course you're still a child!
