Why do people think a cough isn't always involuntary
In order for a cough to be considered a cough it has to be real not fake so don't tell me because you can use it in social situations, before giving a speech or when attracting attention because that would be a fake cough not a real cough, also a cough is a common reflex action that clears the throat of mucus or foreign irritants and you can't make mucus or foreign irritants get in the throat.

My doctor tells me to turn my head and cough. Seems real enough to me and apparently to him.
