Only if they come loose when cutting the stocks, then I'll peel them off. I prefer my celery raw. There are a few things (sauces) that I cook celery into, but then I slice it paper thin so it breaks right down as the sauce cooks.

No. Never heard or thought of that being done. That is just part of celery.
