You could resize it in photoshop and create a new document with 50 px times 50 px, and then copy the picture and save it as a GIF or JPEG. Or you could visit this site, they do it for free and resize it to the size you want: http://www.shrinkpictures.com/

Irfanview (a great free picture viewer program) has the ability to change picture sizes right down to the pixel height / width you want. The only thing you'd need to do in advance is make sure the picture was already an equal height / width, then shrinking to 50 x 50 pixels is easy.
