In CA what action can be taken by a homeowner if the Home Owners Association board and/or manager does not enforce their own rules outlined in their Rules and Regulations?

Your first order of recourse is to confront the board at their next meeting. Identify the infractions and ask them what they intend to do about it. If they pan your inquiry, contact your State's Attrorney General office to check out your options. Good luck.
