  • Put something under the legs that is one inch higher.
  • Are the chairs intended to slide under the table? It doesn't sound like it to me. BUT what about some clear blocks that could be nailed to the legs of the table which would raise it about that height? And if the clear blocks are small enough and the pile of your carpet high enough, they shouldn't be that obvious. The other alternative is to get the chair legs modified (shortened) by a furniture maker.
  • modify the chair legs instead easier to cut and sand then add.
  • Do not do anything to permanently affect either the chairs or the table. Those chairs are called captains chairs and are not meant to slide under the table. If however you need the space I would get some of those little felt pads and put a couple on top of each other on each of the table legs. You should get the height you need without it looking obvious. When you don't need them they can easily be pulled off again.
