I don't think there's any "should" involved anymore. I use Miss and Mrs when I know the lady's status, and Ms when I don't or if I know she prefers that.

Miss never married, Mrs. Currently married and Ms. You don't know or they are divorced. Or whichever they prefer.

Good neutral and polite way to address a women would be to use Miss "First name here".

I am traditional, so I like to use Mrs. and Miss when I know the marital status of the woman. When I don't, I just keep quiet. lol I've never liked the title Ms. It sounds too masculine and "heavy" for a woman. I still say M'aam when addressing a woman verbally, however.

When the women in question request that you employ such titles. One always addresses people as they prefer to be addressed.
