Unless you actually deleted the file "wordpad.exe" from the system folder on your hard drive its impossible to uninstall it through the normal process of removing softare. If you accidentally deleted the shortcut from the start menu, the easiest way of finding out if the program is still there is to go to the RUN menu and type in "wordpad". If it comes up, then you know that you only deleted the shortcut and not the whole program. If you still need the program and you want to restore it without reinstalling windows, then you might want to go to a computer that has it and then copy the file "wordpad.exe" on floppy disk since its only 210KB.
