Well... He tried to end terrorism. But hmm... he kinda encouraged it in the first place... He started a VERY unpopular war with Iraq... And there was the PATRIOT act, where he did all the civil liberty limitation. Um, given the evidence, I'd say he was a war criminal, trying to acheive the murder of as many people as possible, while getting as much oil as possible, and limiting the freedom of his people...
