He could be having a skin or fur problem such as mites or some other infestation. Or he could be suffering from some kind of stress or neglect. If rabbits are stressed or very bored, they might turn to self-mutilation, like hair pulling. Or if you've made a mistake and it's not a buck, it could be a sign that the doe is about to have a litter of kits.
