It isn't illegal if you tell a third party even if the person you are recording does not know that person.

Yes it is illegal unless both agree with it. You can, in the confines of your home, tape a phone conversation, but it would not be admissible in a court of law

You need to be more specific. What state do you live in? In some states, you can record a conversation so long as one of the parties in the conversation knows they are being taped.

It depends on local laws. My company makes a (beep) every 15 seconds to wanr the other peson the caller or the receiver is recording them. I suggest you call the city in which you live in.

I hope not. I have hours of conversations with the guy from the library telling me my books are overdue. They're not. Plus I have a whole basement documenting the life my neighbor has on his ground line.

A party to a conversation may legally record it. A third party may not legally do so. This is federal law in the USA. [18 U.S.C. 2511(2)(d)] The states have additional laws which go further than the cited federal law.
