Both. The relatively innocent civilians who are caught in the middle will resent the collateral damage and be more likely to join Hezbollah at a later time.

Terrorism will exist on the planet as long as someone considers it an effective tool. I don't see how Israel can be construed as creating terrorism in the word's proper use. The Israelis are fighting a terrorist organization (Hamas) which lends one to the conclusion they're fighting terrorism, not creating it.

the soilders are fighting to protect thier familes being shelled,but the leaders are fighting to win the election. Problem is that israil had to attack in some way, but hamas is smart in that they placed the wepons in mosqs,schools and homes so that when israil fights back they have to hit inocent peolpe and so hamas can recruit from those that lost loved ones.
