Promote a strong spirit of nationalism then convince the populace that neighboring countries are threatening them and their security. Next, in the name of "national security" restrict their civil rights. Have the nations leaders read Machiavelli once a year so they remain “fresh”. Finally, develop a well funded intelligence agency that ignores it's nations own laws, and hire informers that will report on their neighbors and relatives. This model works every time.

Make something the vast majority of its populous wants to buy. This works extremely well, at least for market-based, democratic countries.

Give them everything they want, tell them there are rules but let them break them with little consequence so that they help break down their own way of life by being complacent instead of disciplined, give them high wages and not make them do much for the wages so that the real work gets farmed out to people from other countries who wnat to work and are willing to do so. This way the country loses it's ability to produce it's own goods and has to rely on the other countries who now know how to produce. This will make the other countries richer and that nation poorer by paying out they revenvue to another country. That way the nation is enslaved to the other countries. Sound familiar?

Even then, a slave is only a slave if they've lost their ability to be themselves by becoming caught up in some form of delusion or addiction. True freedom has nothing to do with our circumstances or nation: true freedom is something you ARE, not something you're granted by law.

Promise them that they will prosper if they abandon their heritage and follow you. Give them a gun and a target (the enemy is defined above). Let them feel their power and thank you for it. Organize a few key people as your military and disarm your militia. Then turn your Army into Peacekeepers who control and distribute food and transportation. You now have enslaved a country.

I suppose it depends on whether you wish to enslave it from within or from without, and if you wish to let the people know they are enslaved or not. I read somewhere that the best way to enslave a nation is economically. Ancient Chinese history would probably be another place to look for methods. Control an economy and the schools, and you control a nation. Add military control, etc., and you enslave a nation.
