  • Each stated is allotted so many electoral votes. Each state has 2 senators which are 2 electoral votes and then each state has representatives. The higher the states population the greater the number of representatives and so no state can have less than 3 electoral votes. California has the most because it has 53 representatives. So, every citizen of each state that is eligible and registered to vote vote either by absentee or at a voting booth. When the booth closes at the specified time the ballots re counted. After each ballot is counted that is the popular vote. The electorals are then supposed to cast their vote for whoever their state chooses. They do not always do this and this is the case when the president elected is not the winner of the popular vote. That is the vote of the individuals not the electorals.
